This is a Flexco Clipper Belt Cutter Model 845LD, 49 " inside width.
According to the Flexco website:

The chain-driven, double-edged safety blade can be driven from either end, cutting in a single pass. Cuts straight every time on rubber or PVC belts up to 1/2” (12mm) thick. Plus, the aluminum frame makes the 845LD easy to carry and use."
This was stored in a local warehouse until the company closed the location. It is used but appears to be in great shape.
This cutter will work on belts up to 12 mm (approx. 1/2") thick and up to 1800 mm (approx. 70") wide.
